The TOC's Executive Board established a TOC Scholarship in 1994 to support outstanding Washington, D.C. public high school seniors interested in earning a college degree in education or human resource development. The first $1,000 scholarship was awarded in June 1995 at the annual TOC Awards Ceremony. In 1999, TOC renamed the scholarship the Michael Halus Scholarship to recognize Mike Halus' commitment and dedication to the program. Now retired, Mike is a former TOC Board member who chaired the 1997 TOC Scholarship Committee.
